How do you find underbuilt parcels in a county?

Compare what each parcel has built against what its zoning allows. Pull the county appraiser's building area, the parcel's zoning district, and the district's density and floor-area limits, then rank every parcel by the gap between allowed and existing. The largest gaps are your underbuilt parcels: a single-story building on a corridor zoned for six floors.

What makes a parcel "underbuilt"?

Underbuilt is a ratio, not a category. It is the built area or unit count a parcel actually carries, divided by what its zoning district and future land use designation would permit today. A parcel at 15% of its allowance is underbuilt; the same building on land zoned for exactly what it is, is not.

What data do you need, and where does it come from?

The join is the hard part. Appraiser records, zoning polygons, and permit rows rarely share a clean key, and each arrives on its own schedule.

How do you compute the allowed build?

For each parcel, read the controlling limit from its district and apply it to the lot area:

  1. Take the lot area from the parcel geometry, not the tax roll's stated acreage where the two disagree.
  2. Apply the district's floor area ratio for commercial capacity, or its units-per-acre for residential.
  3. Subtract what exists — the appraiser's heated or gross building area, or the recorded unit count.
  4. Rank by the remainder, in square feet or units, not by percentage alone. A 40% gap on ten acres beats a 90% gap on a quarter acre.

Use one method across the whole county. A ranking is only meaningful if every parcel was measured the same way, which is why parcelrow computes capacity with a constant method rather than parcel-by-parcel judgement.

Why do most underbuilt lists go stale?

Because they are exports. A list pulled in January reflects January: since then parcels have sold, permits have been issued, rezonings have passed, and site plans have been approved. The parcels that matter most are exactly the ones changing state.

Terms used here

Floor area ratio (FAR)
The ratio of permitted building floor area to lot area. An FAR of 2.0 on a 20,000 sq ft lot permits 40,000 sq ft of building.
Future land use (FLU)
The comprehensive plan designation that governs what zoning a parcel could obtain. Zoning is what is allowed now; FLU is the ceiling a rezoning can reach.
Cadastre
The official parcel-level record of land: boundaries, ownership, and assessed characteristics. In Florida, county appraiser rolls are compiled into a statewide cadastral file.
Zoning district
The mapped classification that sets permitted uses and the density, height, and area limits for every parcel inside it.

Common questions

Is an underbuilt parcel the same as a vacant lot?
No. A vacant lot is one case of underbuilt, and usually the most competitive one. The larger opportunity is improved parcels using a fraction of their allowance — an aging single-story building on land zoned for six floors.
Can you find underbuilt parcels without buying software?
Yes, for a handful of parcels. Pull the appraiser's record and the zoning district, then compute the allowed build by hand. It stops working at county scale, where the join across appraiser, zoning, future land use, and permit data is the whole job.
How often does an underbuilt list need rebuilding?
